The ruling in #1 was in response to the California Coalition of Agencies Serving the Deaf & Hard-of-Hearing's Petition for Declaratory Ruling on Interoperability.
DEFINITIONS (in the context of VRS)
Interoperability: the ability to place a call through any video relay provider (even when a service provider furnishes the videophone equipment); can only exist in a "multi-vendor" competitive environment.
Interconnection: the ability of users to call each other regardless of the video equipment they are using. It has evolved to also refer to the ability of VRS customers to be as reachable over POTS (plain old telephone service) as hearing phone users with 10 digit numbers.
